Penilaian Saham "Gordon Model"


PENILAIAN SAHAM DENGAN MENGGUNAKAN GORDON MODEL

Secara generik penilaian perusahaan dapat dilakukan dengan menghitung nilai sekarang arus kas sebelum dikurangkan pajak dan bunga. Dan penilaian saham perusahaan juga dilakukan dengan mengkalkulasi nilai sekarang arus kas yang dihasilkan saham dari dividen dan capital gain di masa yang akan datang. Inti tulisan ini adalah menggunakan analisa fundamental didalam penilaian saham perusahaan. Untuk itu tulisan ini diawali dengan uraian tentang konsep atau kerangka teori yang dianggap relevan didalam penilaian surat berharga berpenghasilan tetap (fixed income securities), dan penilaian sekuritas berpenghasilan tidak pasti (equity securities). Dan kemudian menggunakan kerangka teori Gordon Model dan analisa fundamental didalam menilai saham aktual dari salah satu perusahaan . Kesimpulan dari analisa ternyata harga saham yang terjadi di Bursa Efek Jakarta atau harga menurut persepsi masyarakat investor pada saat dianalisa adalah overvalued. Oleh karena itu direkomendasikan agar pemilik saham menjual sahamnya karena pada akhirnya akan terkoreksi. Namun demikian kelihatannya masih perlu dipertanyakan dan di analisa lebih lanjut mengapa harga saham tersebut overvalued.

Salah satu peranan penting seorang pakar keuangan perusahaan adalah memberikan rekomendasi tentang nilai berbagai macam surat-surat berharga. Ketika perusahaan bermaksud membeli surat-surat berharga atau aktiva keuangan seperti obligasi, saham preferen, atau saham biasa, dia harus memiliki pengetahuan tentang nilai investasi. Jika perusahaan bermaksud melakukan akuisisi, tentunya perusahaan harus memiliki teknik untuk menentukan berapa harga yang pantas untuk saham perusahaan yang akan diakuisisi.

juga, pada waktu perusahaan mempertimbangkan akan menjual sahamnya kepada masyarakat dalam rangka menambah modal (melakukan IPO) perusahaan harus dapat menentukan harga pasar perdana dan waktu yang tepat menawarkannya kepada masyarakat, sehingga memberikan manfaat maksimum kepada pemegang saham yang ada (pemegang saham lama).

Konsep Nilai

Pada hakekatnya nilai setiap sekuritas (surat-surat berharga) dapat didefinisikan sebagai nilai uang yang diberikan kepada sekuritas pada waktu tertentu. Nilai tersebut mungkin dinyatakan menurut pasar atau nilai menurut

Biasanya kita mengenal adanya empat konsep nilai yang paling utama, yang didefinisikan sebagai berikut:

1. Nilai Going Concern (Going Concern Value). Yang dimaksudkan dengan nilai going concern adalah nilai perusahaan yang dapat memberikan keuntungan, perusahaan yang beroperasi dengan prospek usaha dimasa yang akan datang yang tidak terbatas. Suatu nilai dengan asumsi perusahaan tetap hidup tanpa batas. Jadi nilai perusahaan dikaitkan dengan kemampuan menghasilkan laba di masa depan, pembagin dividen, dan pertumbuhan usaha di masa yang akan datang yang tidak terbatas.

2. Nilai Likuidasi (Liquidation Value). Jika seorang analis keuangan menilai perusahaan yang akan bangkrut, maka penilaiannya yang utama adalah ditujukan kepada nilai bersih aktiva, atau nilai likuidasi. Artinya setelah seluruh aktiva perusahaan dijual dan dikurangkan dengan seluruh kewajibannya (utangnya), berapa sisa hasil penjualan aktiva yang dpat dibagikan kepada pemegang saham biasa? Seandainya setelah penjualan seluruh aktiva, perusahaan tidak sanggup membayar seluruh utangnya, berapa yang masih dapat diharapkan oleh masing-masing pemegang obligasi atau kreditur lain? Jadi nilai likuidasi adalah nilai setelah seluruh aktiva perusahaan dijual dikurangi seluruh utang.

3. Nilai Pasar (Market Value). Seandainya kita mengevaluasi perusahaan yang saham atau obligasinya diperdagangkan di pasar modal, kita pasti dapat menentukan nilai pasar surat-surat berharga perusahaan. Nilai tersebut adalah nilai obligasi atau saham menurut persepsi pasar terhadap perusahaan yang bersangkutan.

4. Nilai Buku (Book Value). Pada dasarnya nilai ini adalah nilai yang ditetapkan menurut teknik akuntansi yang sudah di-standard-isir (sudah dibuat baku) dan dikalkulasi dari laporan keuangan terutama dari neraca yang dipersiapkan perusahaan. Nilai buku utang biasanya hampir identik dengan nilai par atau nilai nominal. Nilai buku saham biasa dihitung dengan cara membagi total seluruh ekuiti (modal sendiri) yang ada di neraca, dengan jumlah lembar saham yang beredar (outstanding shares).

Nilai Intrinsik

Nilai intrinsik sesuatu sekuritas adalah harga yang ditentukan setelah mempertimbangkan faktor-faktor yang mempengaruhi nilai. Dengan perkatan lain, merupakan nilai riil surat utang atau surat ekuiti yang dibedakan dengan harga berlaku di pasar. Manajer keuangan dapat mengestimasi nilai intrinsik secara hati-hati dengan mempertimbangkan faktor-faktor fundamental yang mempengaruhi nilai sekuritas, seperti berikut:

1. Value of the Firm’s Assets. Aktiva berujud dari perusahaan atau aktiva yang secara fisik dimiliki perusahaan selalu mempunyai nilai pasar (harga menurut persepsi pasar). Aktiva tersebut dapat dilikuidsi jika perusahaan membutuhkannya untuk membayar utang dan membagikannya kepada pemegang saham. Didalam teknik penilaian dengan asumsi going concern biasanya nilai likuidasi ini diabaikan, dianggap tidak ada.

2. Likely Future Interest and Dividend. Perusahaan punya janji untuk selalu membayar bunga utangnya dan mengembalikan pokok utangnya di masa yang akan datang. Dan untuk saham preferen dan saham biasa, perusahaan selalu berusaha untuk membagikan dividend. Besar kecilnya kemungkinan perusahaan akan menepati janjinya membayar bunga dan pokok utang, serta membagikan dividen akan mempengaruhi nilai sekarang.

3. Likely Future Earnings. Penghasilan rata-rata yang diharapkan perusahaan di masa yang akan datang adalah merupakan faktor yang paling mempengaruhi nilai sekuritas. Tanpa memperoleh tingkat penghasilan tertentu, kemungkinan pembayaran bunga dan dividen akan terancam.

4. Likely Future Growth Rate. Prospek pertumbuhan perusahaan di masa depan biasanya di evaluasi investor dan kreditur secara hati-hati dan merupakan faktor yang mempengaruhi nilai intrinsik perusahaan.

Analisa Nilai Intrinsik

Pengkajian nilai intrinsik adalah merupakan proses membandingkan nilai ril suatu sekuritas dengan harga yang berlaku di pasar. Faktor-faktor fundamental yang mempengaruhi nilai biasanya lebih lambat perubahannya dibandingkan perubahan harga pasar sekuritas. Di dalam pasar yang tidak sempuna, analis efek dapat mengharapkan melokalisir variances (perbedaan) antara nilai intrinsik dengan harga permintaan menurut pasar. Tujuan utama analisa nilai intrinsik adalah untuk memilih atau memisah-misahkan perusahaan atau saham yang overvalued dan yang undervalued. Jika sekuritas ternyata undervalued berarti pasar gagal atau tidak menemukan adanya faktor-faktor yang membenarkan harganya harus lebih tinggi. Artinya nilai sekuritas lebih tinggi dari pada harga jualnya. Namun, segera setelah masyarakat investor menyadari situasi tersebut, misalnya karena manajemen mengumumkan EPS (earnings per share) lebih tinggi dari yang diharapkan, para investor akan membeli saham, dan akan memaksa harga naik. Perorangan atau perusahaan yang membeli saham pada waktu undervalued akan mendapat keuntungan. Sebaliknya yang membeli pada saat saham yang overvalued akan menderita rugi. Sementara investor yang sebelumnya telah memiliki saham dalam porfolionya, jika saham overvalued akan segera melepasnya (cut loss), dan jika undervalued akan tetap mempertahankannya (hold). Adalah bijaksana untuk tidak membeli saham yang overvalued. Sebab lambat atau cepat akan terjadi koreksi pasar.

Analisa nilai intrinsik tidak selalu dapat dilakukan dengan akurat oleh karena tiga keterbatasan:

1. Marketplace Slow to Recognize Real Value. Jika masyarakat yang akan melakukan investasi tidak menemukan nilai intrinsik saham, kemungkinan saham perusahaan akan tetap undervalued atau overvalued selama-lamanya.

2. Stocks of Highly Speculative Firms. Perusahaan yang sifat kegiatannya secara alamiah memang sangat spekulatif tidak dapat dianalisa dengan analisa nilai intrinsik. Saham perusahaan tambang minyak, tambang emas, atau perusahaan yang berusaha mendapatkan inovasi baru yang menguntungkan, nilainya lebih tergantung kepada masa depan yang tidak pasti ketimbang faktor-faktor keuangan fundamental. Dalam situasi seperti ini, nilai ril perusahaan ditentukan oleh suatu kejadian tertentu, seperti ditemukannya kandungan minyak bumi. Analisa nilai intrinsik tidak mempunyai teknik (tidak mampu) mengevaluasi situasi seperti ini.

3. High-Growth Stocks. Perusahaan-perusahaan yang memiliki catatan pertumbuhn yang sangat cepat akan mendorong kenaikan harga saham di pasar oleh karena para investor optimis bahwa pertumbuhan akan tetap tinggi di masa depan. Jika saham adalah dari perusahaan yang prospek pertumbuhan penjualan dan keuntungan luar biasa, seperti Atari dan Apple Computer tahun 1970an, maka nilai intinsik adalah tergantung apakah dan berapa besar pertumbuhan berlangsung terus. Berhubung kelangsungan pertumbuhan tidak pasti, pendekatan nilai intrinsik tidak cukup memadai digunakan dengan situasi pertumbuhan tinggi.

mengakuisisi perusahaan manufaktur skala kecil. Volume penjualan perusahaan sudah stabil dan mempunyai aktiva tetap yang sudah agak ketinggalan zaman. Potensi utama perusahaan terletak pada proses kertas khusus untuk percetakan tertentu yang sudah dipatenkan. Perusahaan mengharapkan akan terjadi booming penjualan jika permintaan terhadap produksi cukup materil. Dapatkah analisa nilai intrinsik diaplikasikan untuk situasi seperti ini?

Jawab: Penggunaan nilai intrinsik adalah terbatas. Situasi yang dihadapi adalah sangat spekulatif oleh karena itu tidak dapat ditangani dengan analisa nilai intrinsik.

Meskipun analisa nilai intrinsik kebanyakan digunakan didalam menganalisa saham biasa, namun teknik analisa ini dapat juga digunakan untuk menganalisa obligasi dan saham preferen. Dengan menggunakan tingkat suku bunga dan besarnya dividend, analis efek dapat menentukan nilai intrinsik obligasi (sekuritas berpendapatan pasti). Kemudian nilai tersebut akan dibandingkan dengan harga yang berlaku di pasar (harga pasar aktual) untuk menentukan sekuritas undervalued, properly valued, atau overvalued.

Pendekatan Nilai yang Berlaku di Pasar

Teknik penilaian sekuritas kedua yang sering digunakan adalah penilaian dengan mempertimbangkan harga saham individual dibandingkan dengan indikator lain di pasar. Jika seorang analis efek percaya bahwa nilai saham lebih tinggi dari pada harga permintaan di pasar, maka direkomendasikan untuk membeli saham yang bersangkutan. Pendekatan nilai berlaku di pasar hanya berkepentingan dengan harga di pasar, tidak mempertimbangkan masalah nilai intrinsik. Tiga faktor utama didalam pendekatan ini adalah:

1. Depressed Overall Market. Seorang investor akan membeli saham manakala harga hampir semua saham di pasar turun atau rendah. Hal ini terjadi ketika tingkat harga rata-rata saham menurut indeks bursa menurun (mis: Indeks Harga Saham Gabungan Jakarta (IHSG), Indeks New York Stock Exchange AS, atau Indeks Nikkei Jepang). Dasar pemikiran teknik ini adalah bahwa nilai pasar hampir seluruh saham yang terjadi adalah dibawah nilai pasar normal, dan segera akan naik kembali. Pendekatan serupa dapat juga digunakan untuk Obligasi dan Saham preferen manakala investor yakin bahwa harga sekuritas sedang anjlok, dan cukup menarik untuk meraih keuntungan jangka pendek.

2. Industry Comparison. Dengan pendekatan ini, seseorang atau perusahaan akan membeli saham yang kelihatannya lebih unggul dibandingkan saham perusahaan lain dari industri yang sama (rata-rata industri). Ini mungkin terjadi ketika harga saham perusahaan didalam satu industri naik sementara harga saham perusahaan lain merosot tanpa alasan yang jelas. Jika perusahaan yang terseok diakuisisi semasa periode harga saham naik, akusisi dilakukan pada harga rendah dan saham akan menghasilkan capital gain. Hal ini berlaku untuk perusahaan tunggal yang harga sahamnya yang berlaku di pasar lebih rendah dari nilai saham dalam jangka pendek.

3. Cyclical Lows. Banyak sekuritas yang harga psarnya mengikuti siklus tertentu. Contoh, sebuah saham naik hingga Rp600 per saham, dan lembaga dan investor lain memutuskan menjual sahamnya untuk memperoleh untung (profi taking). Kemudian tekanan jual memaksanya turun Rp400 per saham, pada saat mana investor mungkin membeli kembali. Berdasarkan data historis, analis efek dapat menemukan sekuritas (saham-saham) yang mempunyai pola siklus seperti ini. Analis efek akan membeli saham

Menjelang siklus bawah dan berusaha menjualnya pada siklus atas. Pendekatan nilai intrinsik dan nilai yang terjadi di pasar mungkin tumpang tindih (overlapping) dalam situasi dimana nilai pasar kelihatan lebih rendah dibandingkan nilai intrinsik. Kedua metode berusaha menemukan saham-saham yang undervalued dan overvalued kemudian mencari sekuritas yang menawarkan nilai tinggi untuk harga yang dibayar untuk sekuritas bersangkutan.

Contoh: Investor membuat plot harga tertinggi dan terendah dari tahun ke tahun dari perusahaan yang memproduksi besi. Harga pasar saham awal tahun 1993 adalah Rp440. Pertanyaan, dapatkah pendekatan nilai berlaku di pasar digunakan untuk saham ini?

Jawab: Yes. Kelihatannya saham ini mempunyai pola siklus tertentu dengan perbedaan kurang lebih 20 point antara harga tinggi dan rendah setiap tahun. Pada harga Rp440 kemungkinan saham berada pada siklus bawah (rendah), jadi saat tepat untuk membeli.

Nilai Sekuritas Utang atau Sekuritas Berpenghasilan Tetap

Hampir semua perusahaan membiayai sebagian aktivanya dengan ekuitas dengan bayaran bunga yang tidak tetap (variable) atau dengan sekuritas yang memberikan pengembalian tetap kepada pemilik surat utang. Untuk menentukan nilai sekuritas utang biasanya diperlukan tiga proses yang terpisah.

Utang Dengan Tingkat Bunga Berubah (Variable Rate Debt)

Perusahaan mungkin menanda tangani wesel bayar atau meminjam uang dengan membayar bunga yang beubah-ubah sesuai dengan nilai indeks tertentu. Didalam menentukan besarnya bunga pinjaman, biasanya bank menggunakan prime rate. LIBOR atau the London Interbank Offered Rate adalah indikator lain yang digunakan didalam menentukan bunga uang dalam pembiayaan internasional. Baik untuk pinjaman yang berasal dari dalam negeri, maupun dari luar negeri, perusahaan harus membayar bunga dengan prime rate dan LIBOR yang naik turun, atau indikator lain tingkat bunga umum.

Besarnya nilai utang yang dipinjam dari bank dengan mudah dapat ditentukan. Sebab, besarnya adalah sama dengan pokok pinjaman. Jadi tidak perlu kalkulasi khusus. Jika perusahaan punya utang, misalnya Rp 10 miliar dan akan membayar bunga sesuai dengan tingkat bunga yang berlaku, nilai pasar utang tetap sebesar Rp10 miliar.

Sekuritas Berbunga Tetap Dan Jangka Waktu Tertentu

Meskipun tingkat bunga utang atau saham preferen tetap, namun mungkin saja nilai pasarnya naik turun atau berfluktuasi. Apabila t jatuh tempo sekuritas sudah pasti pda tanggal tertentu, nilai sekarang sekuritas harus mempertimbangkan semua pendapatan bunga yang akan datang atau dividend ditambah dengan pengembalian pokok. Sebagai ilustrasi proses penilaian, katakanlah emiten telah menjual Obligasi-10Tahun sebesar Rp50 juta dengan tingkat bunga atau kupon 14% per tahun. Obligasi dijual dalam kelipatan Rp10.000,-, dan pembayaran bunga dilakukan tiap setengah tahun atau dua kali setahun. Satu tahun setelah emisi obligasi, tingkat bunga di pasar turun menjadi 10% per tahun. Akibatnya, jika pemilik menjual obligasinya sekarang di pasar

sekunder nilainya sudah berubah. Calon investor akan membeli obligasi dengan yield 10 % selama sembilan tahun kedepan. Berhubung tingkat bunga fixed 14 %, nilai obligasi akan naik, sehingga lebih tinggi dari harga Rp10.000 saat emisi. Berapakah nilai obligasi sesungguhnya ?

Jika dalam akte penjualan obligasi ditetapkan pembayaran bunga 14% per tahun, dan akan dibayarkan tiap tengah tahunan dengan bunga berbunga (compounded), maka si empunya obligasi akan menerima Rp700 setiap 6 bulan.

Setelah satu tahun, obligasi menwarkan 18 kali pembayaran bunga tengah tahunan @ Rp700 ditambah pokok Rp10.000 saat jatuh tempo. Jadi terdapat arus kas bunga tengah tahunan Rp700 dan pembayaran pokok Rp10.000 pada tanggal jatuh tempo. Nilai sekarang arus kas sama dengan nilai intrinsik yang besarnya Rp12.423,69 yang perhitungannya seperti berikut:

Dengan menggunakan rumus nilai sekarang (pesent value method), kita akan mendapat jawaban yang sama yaitu:

Seorang investor yang mengevaluasi pembelian obligasi satu tahun setelah emisi, dan pada saat itu tingkat bunga pasar 10%, akan bersedia membeli obligasi seharga Rp12.423,69. Sebab jika si investor membeli obligasi yang umurnya tinggal 9 bulan tesebut, dan ditahan hingga jatuh tempo, si investor akan mendapat tingkat pengemblaian 10%, dengan ketentuan bahwa besar bunga yang diterima adalah bunga berbunga. Oleh karena tingkat pengembalian obligasi bagi investor harus sama dengan kesempatan investasi lain (yakni, obligasi berisiko sama adalah berbunga 10%), berarti nilai Rp 12.423,69 adalah sama dengan nilai intrinsik atau nilai ril obligasi.

Sekuritas Dengan Pengembalian Tetap Tanpa Jatuh Tempo

Pada umumnya saham preferen tidak mempunyai tanggal jatuh tempo tertentu. Pada saat saham ditawarkan kepada umum, terdapat ketentuan bahwa saham dapat ditebus (dibeli kembali) oleh emiten. Sehingga berdasarkan ketentuan yang disebut call feature perusahaan mempunyai opsi membeli kembali atau mengubah saham preferen menjadi saham biasa. Berhubung tanggal pembelian kembali tidak diketahui kapan secara pasti, saham preferen

adalah abadi, artinya arus kas yang dibayar emiten kepada pemiliknya tidak terbatas. Sebab itu, nilai intrinsik saham preferen ditentukan dengan rumus:

Sebagai contoh, misalkan emiten menjual saham preferen @ Rp100 dengan dividend 14% per tahun. Pada waktu yang sama, saham preferen sejenis yang ada di pasar memberikan yield 11.75%. Berdasarkan rumus, nilai intrinsik saham ini adalah:

Seandainya saham preferen mempunyai jangka waktu tertentu atau tanggal jatuh temponya dapat diestimasi, nilai intrinsikny dapat ditentukan dengan rumus penilaian obligasi. Artinya terlebih dahulu kita mendiskonto arus kas dari dividend dan kemudian menambahkannya dengan nilai saham ketika di beli kembali untuk menentukan nilai intrinsik.

Nilai Saham Biasa

Teknik kapitalisasi dalah suatu metode untuk mengubah arus kas yang diterima dimasa yang akan datang menjadi nilai sekarang atau nilai intrinsik sekuritas. Contohnya kita mengkapitalisir dividen ketika mengembalikannya

menjadi nilai sekarang saham. Untuk sekuritas utang atau sekuritas berpenghasilan tetap, kita mengkapitalisir bunga yang akan datang atau dividend. Proses yang serupa dapat digunakan didalam menilai saham biasa. Saham biasa menawarkan potensi pertumbuhan arus kas diwaktu yang akan datang, dan ini harus diungkapkan di dlam analisa nilai intrinsik.

Model Periode Tunggal (Single-Period Model)

Tingkat pengembalian investasi pada dasarnya adalah pengembalian setelah lewat satu periode, dan biasanya satu periode adalah satu tahun. Oleh karena itu didalam penilaian investasi pada sekuritas, diasumsikan bahwa sekuritas dibeli pada titik 0 dan dijual pada titik 1.

Semua kas yang diterima sepanjang periode (selama satu tahun) ditambah dengan setiap kenaikan nilai saham (capital gain) adalah sama dengan pengembalian (hasil) investasi. Rumusnya dapat dituliskan sebagai berikut:

Contoh: Seorang investor membeli 100 lembar saham seharga Rp4000 dengan biaya komisi Rp100. Setelah satu tahun saham tersebut dijual seharga Rp4500 tetapi harus dikurangi dengan komisi Rp100. Selama satu tahun tersebut dia menerima dividen sebesar Rp250. Berapakah tingkat pengembalian investasi pada saham ini?

Jawabnya : 13,4% yang diperoleh dengan menggunakan rumus sebagai berikut:

Persoalan dengan pendekatan periode tunggal dapat dipecahkan dengan menggunakan kalkulator nilai waktu seperti berikut:

Dari sudut pandang investor yang melakukan investasi pada saham, tingkat pengembalian ekuiti minimal (tingkat pengembalian modal sendiri) atau Ke dapat diformulasikan sebagai:

Untuk menentukan nilai pasar saham dengan formula diatas, formula dapat kita tulis ulang sehingga diperoleh nilai saham pada titik o atau N0 sebagai :

Rumus ini sekarang dapat digunakan menentukan nilai sekarang saham sesuai dengan model periode tunggal, dimana dividen adalah uang tunai yang diterima selama satu periode (tahun yang bersangkutan) dan nilai akhir Periode1 sudah given atau hasil estimasi.

Contoh: Katakanlah bahwa pada akhir tahun periode1 harga 100 lembar saham Rp 7000. Selama tahun bersangkutan pemilik saham akan menerima dividen tunai Rp 500. Untuk investasi semacam saham ini minimal harus menghasilkan tingkat pengembalian 11% (sebelum potong pajak). Pertanyaan, berapakah nilai intrinsik 100 lembar saham ini?

Dividen Abadi, Tanpa Pertumbuhan (zero growth)

Pendekatan kedua untuk menilai saham biasa adalah dengan melihat periode investasi lebih dari satu periode. Sangat bijaksana jika perusahaan senantiasa membayar dividend walaupun earnings atau dividend tersebut tidak tumbuh alias tetap besarnya. Meskipun perusahaan seperti ini sangat jarang, tetapi sekiranya ada, penilaian sahamnya relatif gampang. Kita menggunkan rumus yang sama seperti digunakan didlm menilai saham preferen, yaitu:

oleh karena DPS1 = dividen per saham perusahaan dalam periode 1 dan setiap periode periode yang akan datang tidak tumbuh alias tetap sama besarnya.

Menurut rumus ini, diasumsikan bahwa dividend sama dengan earnings perusahaan yang tidak mengalami pertumbuhan, dari periode ke periode. Menurut rumus untuk menentukan tingkat pengembalian minimum, besarnya tingkat pertumbuhan (g) ditentukan dengan formula

Agar supaya tingkat pertumbuhan menjadi 0, persentase laba ditahan (retained earnings) harus 0. Jadi, semua EPS dibayar sebagai DPS dan nilai saham dinyatakan sebagai:

Dividend Abadi, Pertumbuhan Konstan (constant rowth)

Pendekatan ketiga didalam penilaian saham-biasa adalah dengan mempertimbangkan earnings dan dividend bertumbuh dengan tingkat pertumbuhan konstan (misalnya diasumsikan bahwa setiap periode tumbuh 5%). Dalam situasi ini, perusahaan menahan sebagian earnings untuk membiayai pertumbuhan, tetapi dengan senantiasa mempertahankan pembayaran dividen yang besarnya tetap dari periode ke periode, yang didefinisikan sebagai hubungan antara dividend dan earnings, atau

Jika diasumsikan bahwa tingkat pertumbuhan dividend konstan, berarti nilai intrinsik adalah fungsi (tergantung kepada) arus dividen yang tumbuh terus menerus tanpa batas waktu. Jika dijabarkan lebih lanjut, rumusnya adalah:

dimana g tingkat pertumbuhan earnings dan dividend yang besarnya konstan.

Jika variabel rumus ini kelihatannya sukar untuk dipenuhi (dipecahkan) karena menyangkut arus dividend tanpa batas, persoalan tidak sebagus kelihatannya. Tetapi secara aljabar rumus dapat disederhanakan menjadi :

Contoh: Diketahui earnings per share (EPS) perusahaan Rp5 dan dividend payout 44%. Investor menghendaki tingkat pengembalian saham minimal 16%. Tingkat pertumbuhan pembagian dividend konstan 12%. Pertanyaan, berapakah nilai intrinsik saham ini ?

Jawab: Rp 55 atau berdasarkan rumus

The Gordon Model (Model Gordon)

Model ini pertama kali dikembangkan oleh Gordon seorang pakar dibidang keuangan perusahaan. Berbagai pertimbangan dimasukkan dalam model sehingga secara matematik dapat digunakan untuk menentukan nilai intrinsik saham.

Tiga faktor utama yang diperhatikan oleh Gordon didalam rancangan modelnya adalah:

1. Shareholder’s Return-Single Variable. Didalam model periode tunggal (model satu periode), tingkat pengembalian yang diperoleh pemegang saham terdiri dari dividend dan capital gains. Ini tidak berlaku dalam kasus Gordon. Sebab tingkat pengembalian yang diterima pemegang saham hanya dividend di masa yang akan datang. Earnings yang ditahan perusahaan menjadi sebagian dari faktor pertumbuhan yang operasinya akan menaikkan dividend, namun hanya dividend yang akandatang yang dianggap sebagai pengembalian.

2. Normal and Actual Return. Model Gordon dikembangkan dengan membandingkan tingkat pengembalian normal atau tingkat pengembalian minimal dengan tingkat pengembalian aktual. Tingkat pengembalian

tersebut dibedakan atas:

a. Required return (Ke). Untuk tingkat risiko saham dan pengembalian tertentu, pasar menghendaki tingkat pengembalian ekuiti (saham) tertentu. Dirumuskan sebagai EPS/MktPr minimal sama seperti yang diharapkan investor dari saham yang serupa. Oleh karena ini berbanding terbalik dengan price-earnings ratio, biasanya dinyatakan sebagai P/E normal.

b. Actual return. Ini adalah EPS/MktPr aktual untuk sebuah perusahaan individual. Merupakan sebahagian dari faktor pertumbuhan, sebab g sama dengan EPS/MktPr dikalikan dengan persentase laba ditahan (% retained earnings).

Nanti kita lihat bahwa selisih antara tingkat pengembalian minimal dengan tingkat pengembalian aktual mempunyai pengaruh yang significant terhadap nilai saham.

3. Inclusion of a Growth Factor. Untuk tinjauan jangka panjang, model mengassumsikan pertumbuhan dividend selalu stabil dan memasukkannya sebagai salah satu faktor pertumbuhan dalam rumus penilaian. Berhubung kita berkepentingan dengan pertumbuhan nilai pemegang saham dewasa ini, pertumbuhan dibatasi dengan laba ditahan. Penjualan saham tambahan atau pertumbuhan dari penambahan utang atau sekuritas berpenghasilan tetap lain diabaikan (dianggap tidak ada). Pengaruh pertumbuhan variabel dapat kita lihat pada Tabel 1.

Tinjauan Dari Sudut Pandang Yang berbeda

Setelah memahami komponen-komponen model Gordon, model tersebut dapat dimodifikasi seperti berikut:

Sekarang kita siap untuk memahami apakah sebenarnya yang terjadi pada model Gordon. Untuk memahaminya dengan baik, kita harus menguji pengaruh perubahan dividend payout dalam berbagai situasi berbeda, atau

terkait dengan tingkat pengembalian ekuiti yang berbeda. Sebagai contoh, misalkan EPS perusahaan Rp2 sementara tingkat pengembalian ekuiti (return on equity) 10 %.

Ada tiga situasi yang mungkin dihadapi:

1. Required Return less than Acual Return. Dalam situasi ini, pemegang saham mendapat lebih banyak earnings hasil investasi pada perusahaan, manakala tingkat pengembalian minimal dibandingkan dengan tingkat risiko yang dihadapi. Umpamanya tingkat pengembalian minimal 8% namun tingkat pengembalian aktual perusahaan tenyata 10%. Berarti pemegang saham lebih menginginkan earnings atau laba ditahan di perusahaan karena akan menghasilkan pengembalian 10%. Sebab jika dibagikan sebagai dividend, pemegang saham mungkin hanya memperoleh tingkat pengembalian kurang lebih 8% dari investasi serupa. Jadi, peningkatan dividend payout akan menurunkan nilai intrinsik, karena peningkatan dividend payout tersebut menurunkan tingkat pertumbuhan. Pada tabel 1 terlihat bahwa nilai intrinsik turun dari Rp60 menjadi Rp25, karena dividend payout berubah dari 30% menjadi 100%. Dengan dividend payout 100% dianggap tidak ada pertumbuhan.

2. Required Return Equal to Actual Return. Dalam hal ini, kinerja perusahaan adalah seperti yang diharapakan, oleh karena itu mungkin pemegang saham tidak perduli dengan besarnya dividend. Jika diumumkan adanya pembagin dividend, pemegang saham akan menginvestasikannya kembali kedalam perusahaan atau kepada perusahaan lain yang sejenis. Dalam situasi seperti ini, nilai intrinsik tidak terpengaruh pembagian dividend. Pada Tabel 2 terlhat bahwa nilai intrinsik saham Rp20 berapapun besarnya dividen sepanjang

tingkat pengembalian perusahaan sama dengan tingkat pengembalian minimal.

3. Required Return Exceeding Actual Return. Dalam situasi ini, kinerja perusahaan tidak sebaik yang diharapkan. Nilai intrinsik dibawah tingkat pengembalian minimal yang diharapkan. Namun, dapat diharapkan bahwa nilai intrinsik akan meningkat jika perusahaan menaikkan dividend payout, sebab pemegang saham menghendaki uang tunai yang akan di investasikan di tempat lain yang tinggkat pengembaliannya lebih tinggi. Pada Tabel 2 terlihat bahwa nilai intrinsik meningkat dari Rp12 menjadi Rp16.67 ketika dividend payout ditingkatkan dari 30% menjadi 100%.

Validitas model Gordon didukung data yang dikemukakan pada Tabel 2. Perubahan dividend payout akan mempengaruhi kinerja atau merubah nilai intrinsik, tetapi tergantung kepada hubungan antara tingkat pengembalian aktual dengan tingkat pengembalian minimal. Perusahaan yang tingkat pengembalian aktualnya lebih tinggi dari pengembalian minimal mempunyai nilai intrinsik yang lebih baik ketimbang perusahaan yang kinerjanya lebih buruk. Perusahaan akan terdorong menahan earnings dan menginvestasikannya kembali, jika tingkat pengembalian aktual lebih tinggi dari pada tingkat minimal yang diharapkan sesuai dengan tingkat risiko yang dihadapi.

Dalam praktek sebenarnya, sudah pasti, banyak faktor lain yang harus dipertimbangkan. Ketika investor menerima dividend tunai, mereka harus membayar fees untuk pialang dan biaya lain sebelum dapat menginvestasikan kembali uangnya. Pada umumnya, pembagian laba sebagai dividen akan mempengaruhi pajak, berbeda jika laba ditahan sebagai cadangan. Pertimbangan ini memodifikasi dasar perhitungan nilai intrinsik menurut model

Gordon. Tetapi tidak merusak validitas konsep. Perusahaan yang tingkat keuntungannya lebih besar dari tingkat pengembalian minimal, sebaiknya menginvestasikan kembali dividend, sepanjang mempunyai proyek yang menawarkan tingkat pengembalian lebih tinggi ketimbang risiko yang dihadapi.

Perbandingan Antar Berbagai Pendekatan Penilaian

Analis efek (pakar keuangan) biasanya menentukan nilai intrinsik untuk dibandingkan dengan perusahaan lain. Masuk akal, jika perusahaan-perusahaan yang mempunyai karakter operasi dan risiko yang serupa memiliki nilai intrinsik kurang lebih sama. Berikut ini dapat kita lihat atau perbandingan tiga pendekatan didalam menentukan nilai intrinsik perusahaan (nilai intrinsik saham).

Menggunakan Price Earnings Ratio Sebagai Pembanding

Kebanyakan analis efek mempercayai bahwa price earnings ratio sebagai faktor penentu nilai. Oleh karena itu didalam menentukan nilai intrinsik perusahaan mereka menggunakan rumus

dimana nilai intrinsik menggantikan harga pasar. Setelah rumus dapat diterima analis efek dapat mengamati berbanding terbalik EPS/MktPr, atau P/E untuk setiap saham yang diperdagangkan kepada umum untuk menentukan nilai saham milik perorangan (milik pribadi).

Apakah metode ini valid? Jawabnya adalah Yes, tetapi pada lingkup yng sangat terbatas. Lebih lanjut, katakanlah bahwa perusahaan pribadi serupa dengan perusahaan yang sahamnya dijual di pasar modal (di bursa efek), serupa dalam hal risiko, tingkat kemampuannya menghasilkan laba, dan tingkat pertumbuhan. Dalam situasi seperti ini, P/E perusahaan go public dapat digunakan untuk menaksir nilai intrinsik perusahaan pribadi.

Sebagai ilustrasi proses penilaian seperti ini, misalkan perusahaan A yang milik perorangan mempunyai EPS Rp4. Sementara perusahaan B dan C yang

tingkat pengembalian dan risikonya sama, diperdagangkan di bursa dengan P/E = 7/1. Berapakah nilai A ? Jika kebalikan P/E yaitu 1/7 digunakan sebagai tingkat pengembalian minimal, berarti nilai intrinsik A adalah Rp28 yang diperoleh sebagai berikut:

Hasil yang sama dapat juga diperoleh dengan mengalikan P/E dengan EPS, atau 7 x 4 = Rp28.

Contoh:

Perusahaan X, Y, dan Z adalah perusahaan sejenis. Tetapi perusahaan X adalah paling kuat diantara ketiga perusahaan dan sahamnya diperdagangkan dengan P/E = 11/1, perusahaan Y terkuat kedua dengan P/E = 9/1 sementara perusahaan Z kurang kuat dan shamnya tidak diperdagangkan di pasar modal, tetapi EPS = Rp2.

Pertanyaan: berapakah nilai intrinsik perusahaan Z?

Jawab: Jika yang terkuat diperdagangkan dengan P/E = 11/1, dan yang terkuat kedua P/E= 9/1, berarti yang paling lemah Z harus dibawah 9/1. Katakanlah P/E Z diperkirakan 7.5/1 berarti nilai intrinsik Z = 7.5 x Rp2 = Rp15.

Perbandingan Nilai Dengan Gordon Model

Gordon model dapat digunakan untuk membandingkan nilai jika kita menggunakan asumsi tunggal. Kita harus mengasumsikan bahwa harga pasar saham sejenis juga sama dengan nilai intrinsik perusahaan. Dengan demikian

Rumus ini terdiri dari empat komponen; harga pasar, dividen saat ini diterima (current dividend), tingkat pertumbuhan, dan tingkat pengembalian ekuiti minimal (cost of capital). Rumus ini dapat dimodifikasi dengan memecahkn masalah tingkat pengembalian ekuiti minimal;

Segera setelah ditentukan tingkat pengembalian ekuiti minimal untuk perusahaan sejenis, selanjutnya dapat digunakan untuk perusahaan yang akan dinilai. Berhubung perusahaan pribadi jarang membagikan dividend, dapat digunakan dividend, tingkat pertumbuhan (aktual Ke dikali % RE), dan tingkat pengembalian ekuiti minimal untuk menentukan harga pasar yang mungkin seandainya saham perusahaan diperdagangkan. Kemudian kita dapat menganggap bahwa nilai ini mendekati nilai intrinsik.

Sebagai contoh aplikasi teknik penilaian ini: katakanlah tingkat pertumbuhan sebuah perusahaan pribadi (sahamnya tidak diperdagangkan di pasar modal) adalah 5%, dan membayar dividend per saham Rp6. Sementara perusahaan sejenis yang merupakan perusahaan publik, harga sahamnya di bursa adalah @ Rp80, dividend per saham Rp4, dan tingkat pertumbuhannya adalah 8%.

Pertanyaan: Berapakah nilai intrinsik perusahaan pribadi (a privately held firm)

Contoh: Perusahaan Q, R, dan S sama-sama bergerak dalam bisnis yang sama atau bergerak dalam satu industri, dan risiko serta tingkat pengembalian ketiga perusahaan kurang lebih sama. Harga saham Q adalah @ Rp18, membayar dividend Rp1.50 per saham, dengan tingkat pertumbuhan 5 persen. Harga saham S @ Rp36, membayar dividend Rp2.50 per saham, dengan tingkat pertumbuhan 7 persen. Perusahaan S adalah perusahaan pribadi, membayar dividend Rp8 per saham, dengan tingkat pertumbuhan 9 persen.

Pertanyaan: Berapakah nilai perusahaan S?

Jawab: Tingkat pengembalian ekuiti minimal (the equired eturns on equity) Q dan R dapat dikalkulasi sebagai berikut:

Oleh karena S serupa dengan Q dan R, tingkat pengembalian ekuiti minimalnya

dapat digunakan rata-rata Q dan R atau sama dengan 0.27/2 = 13.5. Dengan demikian nilai S adalah:

Hubungan Nilai Buku Dengan Harga Pasar

Walaupun nilai buku perusahaan tidak dapat digunakan secara langsung menentukan nilai intrinsik perusahaan yang going concern, perusahaan yang serupa mungkin mempunyai ratio nilai pasar terhadap nilai buku yang sama. Apabila dua perusahaan serupa mempunyai 40 persen ratio nilai buku terhadap nilai pasar, pengetahuan ini sangat membantu untuk mengestimasi harga pasar “perusahaan ketiga” yang masih milik pribadi. Sebagai contoh, perusahaan publik mempunyai nilai buku Rp30 per saham dan harga pasar Rp45 per saham. Berapakah nilai intrinsik perusahaan serupa yang nilai bukunya Rp10 per saham? Oleh karena perusahaan sejenis mempunyai ratio 30/45 atau 2/3 nilai buku terhadap harga pasar, maka perusahaan kedua mungkin mempunyai nilai Rp10/0.667 atau Rp15.

Contoh: Perusahaan A, B, dan C mempunyai tingkat pengembalian dan risiko kurang lebih sama. Perusahaan C adalah milik pribadi. Harga pasar saham perusahaan A adalah Rp80 dengan nilai buku Rp60. Saham perusahaan B harga pasarnya Rp20 sementara nilai buku Rp 14. Sementara itu nilai buku C adalah Rp40. Pertanyaan berapakah nilai intrinsik C ?

Jawab: Oleh karena A ratio nilai buku terhadap nilai pasar adalah 60/80 atau 75 persen, dan ratio nilai buku B terhadap nilai pasar adalah 14/20 atau 70 persen. Maka untuk C nilai pasarnya adalah berkisar Rp40/0.70 dan Rp40/0.75, jadi berkisar Rp 53 dan Rp57.

Latar Belakang

Saham preferen disebut juga sebagai saham amphibi atau saham hibrida karena mempunyai dua sifat, sifat saham dan sifat obligasi. Dilihat dari jangka waktunya saham preferen sama dengan saham biasa yakni tanpa batas. Seandainya tidak ada pembagian dividen kepada pemilik saham preferen, sama seperti pemilik saham biasa, tidak dapat menuntut perusahaan untuk dinyatakan pailit (bangkrut), selain itu pembayaran dividen tidak dapat mengurangi laba kena pajak. Tetapi pada sisi lain, saham preferen mempunyai sifat sama seperti obligasi, yaitu dalam hal mendapat dividen tertentu yang pasti sesuai dengan akte penjualan obligasi, dan tidak mempunyai hak suara didalam RUPS (Rapat Umum Pemegang Saham).

Dalam kasus ini, sifat saham preferen P.T.Centex Tbk adalah non-kumulatif partisipasi laba. Artinya seandainya pada tahun tertentu tidak ada pembagian laba, maka tahun berikutnya pemilik saham preferen tidak dapat menuntut kepada emiten. (Lain halnya jika bersifat partisipasi, dimana pemegang saham preferen berhak mendapat nilai sisa laba sesuai dengan kesepakatan yang diputuskan pada RUPS). Besarnya “dividen tetap” saham preferen PT. Centex Tbk adalah 14,5% dan nilai nominal Rp1000.

Langkah pertama yang perlu dilakukan didalam menganalisa harga wajar saham preferen Centex Tbk adalah mengkalkulasi besarnya tingkat pengembalian dan risiko (risk &return) berdasarkan kinerja historis perusahaan selama delapan tahun terakhir (1995-2002).

Rumus yang digunakan untuk mengkalkulasi tingkat pengembalian adalah : r = Capital gain(loss)+ Dividend Tunai /Harga Pasar Saat pembelian, lihat Tabel 4.

Langkah kedua. Setelah kalkulasi tingkat pengembalian setiap tahun selama 8 tahun terakhir, selanjutnya adalah menghitung tingkat pengembalian rata-rata atau expected return serta menghitung besarnya kemungkinan expected return tersebut tidak menjadi kenyataan atau berapa besar risikonya. Kalkulasinya dapat dilihat pada Tabel 5.

Kesimpulan sementara, kelihatannya tingkat pengembalian saham Preferen PTCentex Tbk cukup tinggi yaitu sebesar 41,68 % dan risikonya juga tinggi yakni sebesar 81,46 %. Apakah saham ini cukup menarik bagi investor tentunya tergantung kepada karakter dan utility function masing-masing investor.

Pertanyaan selanjutnya adalah menyangkut harga pasar saham di Bursa Efek. Berdasarkan analisa fundamental perusahaan, diperkirakan tingkat pengembalian rata-rata atau expected return Saham Preferen Centex adalah 41,68% dan risikonya 81,46%. Seharusnya harga pasar saham yang terjadi, menurut eficiency marke hypohesis, adalah refleksi tingkat pengembalian dan risiko tersebut. Akan tetapi apakah harga saham preferen yang terjadi di pasar pada saat analisa dilakukan merupakan harga wajar?

Untuk menjawab pertanyaan diatas, diasumsikan bahwa investor rasionil akan mengharapkan tingkat pengembalian atau expected return sebesar 41,68%. Karena sifat partisipasi labanya adalah non kumulatif, maka preferen sifat saham dianggap serupa dengan saham biasa. Oleh karena itu rumus penilaian saham “Gordon Model” dapat digunakan.

Dengan demikian nilai wajar saham, berdasarkan analisa fundamental, seharusnya adalah Rp 1.626,- atau

Simpulan

1. Harga penutupan (Closing price) Saham Preferen PT.Centex Tbk per akhir Desember 2002 adalah Rp5000, berarti harga pasar yang terjadi di Bursa Efek ketika itu adalah tidak wajar terlalu sangat overvalued. Oleh karena itu rekomendasi kepada yang sudah memiliki saham adalah jual atau sell. Sebab lambat atau cepat harga saham akan terkoreksi turun mendekati harga wajar atau harga keseimbangan pada Rp1626,- Dan bagi calon investor disarankan jangan beli. Anehnya harga di Bursa Efek Jakarta 4 April 2003 adalah Rp5100,-

2. Mengapa harga wajar saham menurut analisa fundamental sangat berbeda dengan harga pasar di bursa? Kemungkinan penyebabnya karena pasar modal Indonesia tidak efisien dalam arti tidak transparan. Terdapat kemungkinan adanya mal praktek didalam penyusunan laporan keuangan oleh Kantor Akuntan Publik, sehingga informasi yang tersedia misleading (menyesatkan).

3. Seandainya tidak terdapat masalah didalam penyediaan informasi, atau diasumsikan pasar modal Indonesia sudah efisien, kemungkinan lain penyebab perbedaan menyolok antara harga wajar dengan harga pasar di bursa adalah sebagai berikut; Krisis keuangan dan moneter yang dialami Indonesia semenjak tahun 1997 dimana kurs rupiah jauh melemah dibandingkan US dollar, dijadikan alasan untuk merekayasa harga saham naik dari Rp1150 per akhir tahun 1998 menjadi Rp3500 pada akhir tahun 1999, Rp6500 tahun 2000, Rp5600 tahun 2001, dan Rp5000 pada akhir tahun 2002.

4. Pergerakan harga saham menciptakan gambaran semu, seolah-olah perusahaan menghasilkan retun yang tinggi tetapi tidak diimbangi dengan pertumbuhan pembagian dividend. Dividen saham preferen yang ditetapkan 14,5% seharusnya dibayarkan sebesar 14,5% x Rp5000 = Rp725 tetapi hanya dibayar sebesar Rp400.

5. Oleh karena itu, saham preferen pada harga Rp5000 dengan dividen tetap 14,5%, dan non kumulatif partisipasi laba, adalah terlalu tinggi atau overvalued, karena tidak akan menghasilkan tingkat pengembalian yang sepadan dengan risikonya jika investasi dilakukan sekarang.

6. Mengapa terjadi overvalued ? Mungkin juga karena reaksi atau perubahan persepsi masyarakat terhadap saham terlambat. Keterlambatan tersebut karena memang penyebaran informasi perihal perusahaan terlambat atau menyesatkan. Mungkin juga karena goreng-menggoreng harga churning) oleh pialang yang tidak bertanggung jawab lolos dari pemantauan Bapepam. Dengan perkataan lain penyebaran informasi yang terjadi di pasar modal adalah asimetry. Berarti kemungkinan pasar modal Indonesia belum efisien. Hal ini perlu diteliti lebih lanjut dan mendapat perhatian dari otoritas pasar modal.

7. Meskipun laporan keuangan perusahaan yang terdiri dari: Neraca dan Laporan Rugi-Laba” telah diaudit oleh Kantor Akuntan Publik dengan kualifikasi “wajar tanpa pengecualian” dan telah dipublikasikan melalui media massa yang bertiras nasional, masih tetap terdapat kemungkinan adanya malpraktek didalam penyusunan laporan tersebut. Oleh karena itu mungkin saja nilai intrinsik saham hasil analisa berdasarkan pendekatan fundamental misleading.

8. Akhirnya untuk mendapatkan hasil analisa harga saham yang akurat, para analist perlu memperhatikan dan mengeliminir terlebih dahulu kendala-kendala yang kemungkinan menyebabkan hasil analisa menjadi bias.

What is an appraiser?

An appraiser is one who develops and reports an opinion of value on a specific type of property. Appraisers may opt to specialize in various disciplines such as:

• Real Property appraisal, which is the valuation of real estate. Real Property appraisers can choose specialties to practice within such as residential, commercial and agricultural.

• Personal Property appraisal, which encompasses all types of personal property such as fine and decorative arts, antiques, gems and jewelry, and machinery and equipment.

• Business Valuation which is the valuing of businesses including all tangible and intangible assets ranging from the value of the equipment to the value of the business name or logo.

• Mass Appraisal which encompasses techniques that are used when valuing multiple types of real property or personal property using generally recognized formulas.

While most appraisers choose to specialize in just one area of practice, many appraisers practice in more than one discipline.

Do I need a college degree to become an appraiser?

Appraisal education in the United States has typically been provided by professional appraisal organizations. Accordingly, at the present time it is not necessary to have a college degree in order to become an appraiser. Many appraisers choose to receive training through traditional methods, such as through professional appraisal organizations. It should be noted that some of these associations require a college degree for their advanced designations. On an increasing basis, appraisers are supplementing their education through courses at the community college or university level.

With regard to real property appraisal, effective January 1, 2008, there are college-level education requirements for the Certified Residential and Certified General classifications. These requirements can be found in the Real Property Appraiser Qualification Criteria publication available from The Appraisal Foundation.

The Analysis and Valuation of Health Care Enterprises

ACCORDING TO THE AUTHOR, the US spends about $1 trillion annually on health care. Much of this is spent in the nation's 7,500 acute hospitals, 750 psychiatric or mental health facilities, 15,900 nursing homes, 10,000 rest homes, and about 30,000 ambulatory care facilities.

Oriented toward real estate and business appraisers, the book "aims to provide an understanding of, as well as the technical knowledge about this specialized field." Since most health care facilities contain operating businesses, most assignments require allocations of a variety of assets. These include personal property and business components. Intangibles at hospitals include patient lists, provider and physician contacts, staff in place, name reputation, etc.

Common pitfalls appraisers face in medical facility valuation is basing the income approach on a facility's performance unrepresentative of the norm. This can cause error (e.g., the difference between an 82% and 91% operating ratio can result in a net income available for capitalization that is off by 90%).

Nursing Homes

Nursing homes brought in about $60 billion in the US in 1994. They are highly regulated, yet the risks of ownership come from newer alternatives such as congregate care retirement centers (CCRCs), assisted living facilities (ALFs) and home care. In the US, 1,715,000 beds exist in about 16,800 nursing homes. About 70% are for-profit, 23% non-profit, and 7% government run. About 67% are skilled nursing facility (SNF) beds, 27% intermediate care facility (ICF) beds, and 6% uncertified. The most common SNF has 90 to 100 beds.

The target group of SNFs, 85+ year olds, is expected to grow. In 1993 this group represented 3.3 million. By the year 2000 this number will grow to 4.6 million.

The nation's 381 chains operate 41% of all nursing home facilities. Two-thirds of SNF beds are paid for by Medicare, Medicaid, or other government program with states and the federal government sharing the expense.

SNFs that receive all Medicaid funding have the lowest profit margins, while those that focus on private pay patients have the largest profit margins. Nevertheless, some SNFs to boost earnings are focusing on sub-acute care. Compared to hospitals at $700 - $1,000 per day, sub-acute beds at a nursing home can charge only $300 - $500 per day. This strategy has boosted revenues and profits at SNFs.

Demand

To determine demand, a market analysis must be performed. This includes defining the bounds of the market area. The bounds may be delineated by hospital service areas, driving times, or current locational sources of existing patients. Demographics are important in determining demand: one state uses the following criteria:

Occupancy rates are considered key in determining the future outlook. The average occupancy rate in the US is 91%. In my neck of the woods, ME, NH, and MA, occupancies are running 97%. Many New England states currently have moratoriums on adding new beds. Nevertheless, nationwide in 1994, 45 projects were completed at an average cost per bed of $70,000. The average SNF size per bed has grown from 200 SF per bed (now considered cramped) to over 250 SF.

Valuation

With regard to the land, the author states that land is usually purchased on a per bed basis and typically contributes 15% to 20% to the total value. Of prime importance, however, is income and expenses and these are discussed in detail. The author provides tables of each state's absolute dollars spent on overall expenses per bed as well as a breakdown by major expense category. Expense to income ratios also are included. Lastly, risk factor premiums are looked at in relation to average commercial real estate investments in establishing discount or cap rates.

With regard to the Sales Comparison Approach, large variations in SNFs make its use difficult. The best for which one can hope is to establish a range of value. The most common unit of comparison is price per bed, with secondary measures including gross rent multipliers and price per SF.

Assisted Living Facilities (ALFs)

Regardless of age, those capable of independent living will remain independent until impairments with activities of daily living force them to seek assisted living arrangements. ALF costs are significantly less than around-the-clock home health care and SNFs. Moreover, ALFs typically are more home-like than SNFs. Residents with limitations in activities of daily living, therefore, find ALFs a good interim solution between independent living and a nursing home.


A growing area is
Alzheimer's care.


Currently about 40,000 ALF facilities house about 1,000,000. Turnover at ALFs can be a headache, however. Residents on average only stay 22 months. About 42% of those leave because they need more care. Another 16% leave as a result of death. It is prudent, therefore, for management to attract the most healthy individuals. They are more likely to stay for extended periods. This is not easy, however, since demand primarily is from those with multiple limitations.

Because of the specialized needs of ALF residents, ALF design is more expensive than regular apartments. It includes special height door latches, switches, and faucets for those in wheel chairs and a wide range of extras. Double occupancy units, therefore, can be attractive for those with limited incomes, while singles are more predominant in upscale facilities. Typically, units are located around a large common area with TV and recreational activities as well as a central dining facility -- though individual units may contain kitchenettes.

ALF Valuation

Most new projects are sized from 80 to 120 units. Costs (not including FF&E or land) are $70+ per SF. Recent acquisitions have had EGIMs of 2.9 and expense ratios of 55% to 70%.

A growing area is Alzheimer's care. About 10% of all facilities have special freestanding facilities or wings. Nearly 50% of new facilities include units for this group. Where these individuals used to be the "black sheep" of nursing homes -- often isolated or overmedicated -- they now are lodged in smaller scale, more home-like ALF atmospheres. They offer a better quality of life delivered at savings of about $20 per day as compared to a SNF. Facilities for Alzheimer's patients must have more staff than regular ALFs, however. Also special, secure areas and alarm systems must be in place for wanderers. Higher daily or monthly rates and occupancy rates, however, justify these added costs.

Subsequent chapters include valuation of medical office buildings and even business valuation of a family medical practice. The only two gripes I have are the typos: "licencing" and "dap rate" for example, and that some of the data is a year or two older than I would have liked.

Nonetheless, if you are involved or plan to be involved in the valuation of health care facilities, the book is a valuable resource. It provides a summary of state requirements/regulations for ALFs, a glossary of health facility terms, and an expansive bibliography. So as promised, the author fulfills his goal of providing "an understanding of, as well as the technical knowledge about this specialized field."

Understanding Direct Capitalization



Capitalization Rate


This article is intended as a review for practising appraisers as well as an introduction to the new terminology and subscript notations being used in current appraisal texts. Much of it has been excerpted from the new textbook of the APPRAISAL INSTITUTE OF CANADA Basics of Real Estate Appraising, First Edition, which is now used in the academic program which commenced in September, 1991. Similar methodology and terminology is presented in the Appraising of Real Estate, 9th Edition, American Institute Of Appraisers.


Capitalization is the process of converting income (as defined) from a property into an expression of capital value. Therefore, a capitalization rate is nothing more than the mathematical relationship between the income and the capital value. There are two basic methods of capitalization: the direct method and the yield method.

Many rates can be used in capitalization, including the following list, which also indicates the method associated with the rates:

  4. Overall Capitalization Rate (Ro)

Yield

  1. Interest Rate (i) (may also be called ‘discount rate’)
  2. Internal Rate of Return (IRR)
  3. Equity Yield Rate (Ye)

The GIM, Ro, RE, and RM are all current income rates and are used in the direct method of capitalization. The i, IRR, and YE are yield rates and are used in the yield method of capitalization. Under certain conditions, the yield rate for a particular property can be numerically equivalent to the corresponding income rate, but the rates are not the same conceptually, and are not interchangeable.

This article examines the direct method only, which is based on one year's income. The yield method is based on a discounting process of future benefits over a finite investment period and is examined in detail in advanced appraisal texts.

A current income rate is the ratio of one year's income to value (in the case of net income) and cash flow income, but, when the gross effective income is used, it is a value to income ratio. Yield rates apply to a series of individual incomes over an investment holding period to obtain the present value of each.

Example I features a comparable sale and a subject property to be appraised that will be used to demonstrate the relationship of these various rates and the analysis of both the sale and the application to the subject. The sale and the subject have been analyzed using the first year's income and expenses. For the purpose of demonstration in this example, the subject is illustrated to have either new financing to be arranged or an existing
assumable mortgage.

It should be noted that one sale is being used for demonstration purposes, but the appraiser should select at least four or five comparable sales to analyze the typical market, and should reconcile these rates to select the appropriate rate to be applied to the subject.

Income rates can be applied to component parts or interests in a real property. Property can be split into physical components such as land, buildings and chattels, or into financial components such as equity and mortgage interests. Appraisers might also want to estimate the value of the unencumbered fee simple, the leased fee, and the leasehold estate.



Current income Rates


A rate can be defined as a "Fixed relationship between two magnitudes and used as a means of measurement." Appraisers use actual sales and income data to derive the income rates. In advanced appraisal theory, other comparative methods can be used in the
absence of comparable sales data.


Gross Income Multiplier (GIM)


A GIM expresses the relationship between the gross income and the selling price of a comparable sale. Therefore, even though it is not expressed as a per cent, it falls within the definition of a "rate" and appraisers have used the word multipliers to differentiate it
from the net income and equity dividend rates.


By convention, appraisers in Canada use the effective gross income as the unit of comparison. Some appraisal texts use gross potential income multipliers, as well as effective gross, providing an additional capitalization rate. it should be noted that earlier appraisal teachings in Canada treated the GIM as a method to be used in the direct comparison approach. The current thinking allows that since income is being used as the unit of comparison, and is being capitalized by the use of a multiplier, this approach belongs more properly in the family of income-capitalization approaches to value.

A distinction is made in some texts between GIM and Gross Rent Multipliers (GRM), the difference being that GIM might include ancillary income such as parking and income from laundry facilities, signs, etc. To avoid the proliferation of different approaches, this article uses the GIM definition, and, obviously, where there is no ancillary income, the
gross rent would be the same as the gross income.


To estimate the correct multiple to be used, a market study of all sales and rentals of truly comparable properties must be carried out for the neighbourhood. This information is then set up in grid form from which an analysis and conclusion can be reached as to the
proper GIM to be used for the subject property being appraised.


Care must be taken that the properties have similar characteristics before multipliers can be used. If it is an appraisal of an apartment building, comparables must be in the same price range and size, and have similar locations, financing, expense ratios and rents.

Some apartment gross rents include parking, appliances, heat and utilities, and sometimes furniture. It is obvious that the appraiser must compare like with like when arriving at an appropriate multiplier to be applied against the subject property. As in all other approaches, the analysis of the comparables must be the same as the application against
the subject.


The GIM is calculated from comparable sales as follows:

This calculation demonstrates that the comparable property sold for six times its gross effective income. This multiplier is then applied against the effective gross income of the.
subject property being appraised.


Application

Based on the GIM, the appraiser would then conclude that the market value of the subject
property is $285,000


The sale price used in the formula to estimate the multiplier is the unadjusted price with no adjustments being. Made for time, location, physical, financial, etc.

The gross effective income should be the forecasted gross effective income at the date of the sale. Usually, appraisers forecast the next 12 months' rent and vacancies to estimate the effective income for the subject property. Therefore, the same analysis should be
done for the comparable.


Since most owners account for income and expenses on an annual basis, some appraisal firms use a six- month rule when estimating incomes. That is, if the date of the sale, or the effective date of the appraisal of the subject, is within the first six months of the calendar year, then the current year's income is used. If the date of sale or appraisal occurs in the latter six months of the year, then the next calendar year's income is used.
Again, this is consistent with die analysis/application rule.


Normally, no adjustments are made to the rents when deriving the multiplier. In many areas, however, and when there are insufficient comparables, it might be necessary to make adjustments. For example, if some apartment rents include utilities and others do not, it could be possible to calculate multipliers based on rents without utilities, by deducting the utility costs from the gross rents when calculating the modifiers. Similarly, adjustments could be made for other variables such as appliances and furniture.

The strength of the GIM as an appraisal tool is that it is relatively easy to calculate and apply to a subject property. This method is easily understood by non-appraisers, and, in fact, non-technical investors can use it in formulating offer prices for smaller income properties. Usually, the relevant data is easily acquired.


One weakness of the GIM is that it does not take into account the expenses that can vary from property to property. Another is that it does not account for any variations in financing that can affect the value of the equity interest being appraised.

Equity Capitalization Rate (RE)


The RE is the relationship between the forecasted before-tax cash flow and the equity capital of the purchase price. It is derived from sales of comparable properties as follows:

The rate of 2.85 per cent merely reflects that purchasers are willing to buy with the use of mortgage funds and are willing to accept a positive cash flow out of the current year's income only, equal to 2.85 per cent of the equity invested. The rate does not explain the investment return or yield to the investor. As was the case with the GIM, the analysis of the income and expenses of the sale should be similar to the analysis of the income and expenses of the subject, i.e., the next year's or the past year's operation.

Application

The equity capitalization rate can be used to capitalize the cash flow of the subject property directly, on the assumption that the existing mortgage is assumable by a potential purchaser.

Since the value of the mortgage was known, the appraiser estimated the value of the equity by capitalizing the cash flow, and then added the result to the value of the mortgage to estimate the leased fee interest subject to existing financing.

The RE can be used also in the band of investment method of calculating an overall rate (see section entitled Overall Capitalization Rate).


If financing is a factor, the strength of the RE is that only the equity portion of the investment has to be estimated by the appraiser, since the mortgage is either existing and establishes the mortgage portion of the purchase, or the current mortgage market conditions will clearly set the rate, the lending ratio, and the amortization period and lending term. If typical financing provides 70 per cent mortgage ratios at current mortgage rates, then the appraiser's judgement must be used to estimate the remaining 30 per cent of the capitalization rate. Since most income properties are purchased with the use of borrowed funds, there might be adequate comparable sales data from which the appraiser can derive equity dividend rates.


The weakness of this rate is that it can be misapplied. In the previous example, if the equity dividend rate were applied to a similar property where only 50 per cent financing was available, the resulting estimate of value would be much higher, because a larger equity cash flow would be capitalized at a lower rate (the lower the rate, the higher the value). In an example of absurd lengths, a similar property with no financing would have an even higher capitalized value, this, of course, being completely unrealistic.

Another weakness can be the application where financing is only short-term. In the case of short-term financing, the current cash flow might not be a significant factor, because the purchaser might be anticipating lower mortgage rates in the near future. Therefore, the appraiser should be cautioned to analyze the market data carefully to identify the trends, and use the market-derived equity dividend rate only when there is clear evidence that there is some consistency in the behavior of the investors in similar types of properties.

Mortgage Capitalization Rate (RE)


The RE expresses the relationship between the annual debt service and the principal amount of the mortgage at the date of the sale. This rate can be found by multiplying the column six factor from column six of the Six Functions of One Dollar by 12, using the appropriate rate and amortization period as follows:


RM = Column Six factor x 12 OR RM = Annual debt service


Mortgage principal Analysis


From the given comparable sale:



RM = .010318 X 12 = .123816, or 12.3816% OR


RM = =$27,859 $225,000 = .123818, or 12.3818%


The slight difference in the two methods is a result of rounding.



Application

The RM is used in the band of investment method for calculating the RO. The RM is fairly straightforward and based on the mathematics of mortgages. The Six Functions of One Dollar are used for Canadian mortgages with blended monthly payments. Other mortgage variations can exist, and therefore the column six factor might not always be applicable.

The strength of this rate is that it is relatively easy to calculate and market information is usually readily available. The weakness might be that, in volatile economic conditions, mortgage rates can be changing quickly, and an appraiser might use a new mortgage rate without having any sales evidence to see what impact, if any, the mortgage rates can have on the equity rates. It could be that, in situations where mortgage rates have increased, the purchaser might be willing to accept lower dividend rates because they expect long-run mortgage rates to decline.


OverallCapitalization Rate (RO)


The Ro expresses the relationship between the current year's income and the value of the property. The applicable formula is:


Value = Net operating income


Overall capitalization rate, or


VO = I RO



This is the basic capitalization formula, and it applies to the rates and incomes (as defined) for all of the current ratio capitalization methods. From this formula, it is easy to derive the following relationships:


I = VO X RO RO = I VO


The overall rate can be derived from three sources described as follows:

1. Sales of comparable properties, by comparing the net incomes to the selling prices:

RO = I Sale price


This is the most direct of the three methods of estimating overall rates. The appraiser analyses sales of comparable properties having similar investment features, expense ratios, financing, ages, and types of properties. For each of the sales, an analysis must be made of the income and expenses to obtain the net operating income, in the same manner as for the subject property being appraised. If the first year's income is being used for the subject, the first year's income must also be used for the sale. The sale price used is the unadjusted price. The appraiser should use several sales (preferably four or five) to establish the trend. The individual rates derived should be reconciled by the appraiser, and the appropriate rate should be applied to the subject property.


Analysis

The example can be used to demonstrate the calculation of the rate from a sale.

The overall rate of 10 per cent does not explain the yield or rate of return on the investment. It merely expresses the relationship between the sale price and the next year's net operating income at the date of the sale. If it was expressed as a multiplier, it would be 10 times the net operating income. As indicated earlier, by convention, appraisers in Canada have used capitalization rates rather than multipliers when dealing with net operating income.


Application

Therefore, based on the overall rate calculated from sales, the appraiser would estimate the market value of the property to be $292,500.


The strength of the overall rate based on direct sales analysis is that it is easy to calculate, and it does not require any adjustments or hypotheses about future incomes or existing or future financing. It is also easy to explain to the non-professional appraiser. Since the calculation is relatively easy, it is conceivable that investors could also use this method as a tool to formulate an offering price for a property. Therefore, the rate is directly supported by the activities and actions of the marketplace.

The weakness of the overall rate based on direct sales is that the appraiser must carefully analyze the income and expenses from both the sales and the subject property to make a comparison. Information might not always be available from the comparable sales. The sales method does not directly take financing into account, and, if variations in financing affect the value, this is not compensated for. This method does not explain the "return on" or "return ofî the investment, and it does not provide any "investment analysis" information. The method is applicable only where there are a sufficient number of comparable sales to provide the appraiser with enough information to make a realistic analysis of the rates.


2. Band of investment (financial), blending the weighted rates of mortgage and equity into an overall rate.

The band of investment equation is also known in the following format when the subscript notations are not used:

It is acceptable to write the equation in either algebraic formula, and the reader should recognize that both methods are the band of investment.


This method blends the RM with the RE. It is used when the amount of the mortgage is unknown, because lenders will usually lend on a ratio of the market value of the property that the appraiser estimates. The mortgage and equity ratios are based on what the market activity appears to indicate, and upon discussions with mortgage lending officers with respect to rates, ratios and types of properties to which they are extending mortgages.

Analysis

RO = (M x RM) + (1 - M)(RE)= .70 RM = 12 x .009970


(i.e., 12 x Column 6) = 0.11964


Therefore, RE = 0.0285


In this analysis, the mortgage rate and financing ratio would have come from an analysis of the mortgage market based on the financing available as of the effective date of appraisal. The equity dividend rate was based on the analysis of the sale.

Application

RO = (.7 X 0.11964)+ (1 - .7)(0.0285)


RO = 0.083748 + 0.00855

RO = .092298

Therefore, based on the overall rate, and using the band of investment analysis, the estimated market value of the "leased fee interest subject to typical financing" is $317,000.

The strengths of this approach, in addition to those for the rate based on direct sales analysis, are that the financing aspects are taken into account, and that the appraiser has to estimate only 30 per cent (in this case) of the RO, because the mortgage portion can be obtained from known sources. It should be recognized also that the dividend rate is based on sales analysis, which reflects the actions of buyers and sellers.


As indicated earlier, the weakness can be in the misapplication of dividend rates to properties that are not comparable, or to financing terms, or financing ratios, that are not typical.

3. Gross income multipliers, combined with comparable Operating Expense Ratios (OER).

RO = 1 - OER GIM


This approach may be used when GIMs are available - but operating expenses are not - for comparable sales. The appraiser can use typical expense ratios for similar-type properties to derive the overall rate.

This calculation confirms the RO calculated from the direct sales analysis when the net operating income was known. In the example, we did know the expenses and we could calculate the RO directly, however, the application of this formula would apply where actual expenses for comparables were unknown, but GIMs could be calculated from known sales, and expense ratios could be estimated based on similar-type properties.

Application

The application of the overall rate is the same in this instance as that indicated in the section entitled Sales of Comparable Properties.


Rate comparison


Each method can produce a different result, as indicated by Example 11.

The GIM produced the lowest estimate and the overall rate based on the band of investment produced the highest estimate. The inconsistencies are apparent when only one sale is used' s a comparable. The appraiser should use four or five comparables to make an analysis of the rates, however, and should reconcile the rates to estimate which are more consistent. If little variation is found in overall rates based on sales, that rate should then be used on the basis that investors appear to be ignoring financing. If little variation is found in dividend rates, it would then appear that financing is important to the investor, and the appraiser should reflect these actions by using the band of investment (financial) method of estimating the overall rate.

Summary

If the appraiser understands the various methods of capitalization, it is possible to analyze the market transactions to determine which method investors appear to be relying upon in current market locations and conditions. It is possible for markets to act differently across the country, and one method may be applicable in one location, but not necessarily in another. Also, there may be various sub-markets within a local market, and the investors' analysis may differ in each.


Therefore, if the analysis of the market and application to the subject are consistently applied, the appraiser can estimate the market value of smaller income properties, based on the local market conditions, through the use of the direct capitalization methods.

Internal Rate Of Return


INTERNAL RATE OF RETURN

The internal rate of return (or IRR) is a common financial valuation metric used by financial analysts to calculate and assess the financial attractiveness / viability of capital intensive projects or investments.

As the IRR is normally easier to understand than the result of a discounted cash flow (DCF) analysis (i.e. the net present value or NPV) for non-financial executives, it is often used to explain and justify investment decisions, although a good financial modeler should know that the IRR is after all an estimated value, especially when calculated in Excel, and should be used in conjunction with other financial metrics such as the NPV and comparable valuation multiples when presenting a business or investment case.

So what exactly is the IRR? The IRR is the interest rate that makes the net present value of all cash flow equal to zero. In financial analysis terms, the IRR can be defined a discount rate at which the present value of a series of investments is equal to the present value of the returns on those investments.

All projects or investments with an IRR that has been calculated in a financial modeling exercise to be greater than the Weighted Average Cost of Capital (or WACC) should technically be considered as financially viable and accepted.

When choosing between projects or investments whose outcomes or performance are absolutely independent of one another, a good financial modeler should deem the project or investment with the highest calculated IRR to be the most financially attractive, so long as we continue to keep in mind that the IRR value also needs to be higher than the WACC.

Modified Internal Rate Of Return (MIRR)

The modified IRR (MIRR) is said to reflect the profitability of a project or investment more realistically than an IRR. The reason why this is so is because the IRR assumes the cash flow from an investment or project to be reinvested at the IRR, whereas the modified IRR assumes that all cash flows to be reinvested at the investor’s / firm’s cost of capital.

The MIRR is used extensively in real estate financial analysis due to the nature and timing of cash flows and investments for real estate investments.

Dividend IRR

The ongoing financial returns to investors who own and retain the equity of a business or project is essentially by way of financial / cash dividend payouts.

As equity investors are typically last in rank in the cash flow waterfall, and therefore face the greatest risk of not being paid should the investment turn sour when compared to holders of other forms of ownership in the same investment, equity investors would therefore expect the highest return.

The dividend IRR is therefore used extensively by equity investors to calculate and measure the discount rate at which the present value of cash dividend payouts equal the present value of equity investments.
